Theodosius I was the last emperor to rule over both the eastern and the western regions of the Roman Empire. He campaigned against the Goths and other barbarians who had invaded the Empire, but with limited resources was forced to ally them with in the emperors borders, leading to constant border issues until Justinian I later reversed this policy.
